The answer to the first question is NO -- and even if you COULD, it would do no good because such a reset only reformats the drive and anyone with a $50 data recovery app can get nearly all the data back -- including your sensitive data.
Sorry, but this is only a Support Community staffed mostly by volunteers and we can do nothing to track or recover missing property.
If you were signed into your device using a Microsoft account (you would know because your login screen would have shown an email address or you would be using a PIN code), then you can follow these instructions from Microsoft:

But, if you were signed in to your device using a local account, then you are basically out of luck.
