My new
HP 17-CA0006CA 17.3” Laptop with AMD Ryzen™ 3 2300U, 1 TB HDD, 8GB RAM, AMD Radeon™ Vega 6 Graphics & Windows 10 - Silver
Is very slow upon startup. (2.5 min.). Is this normal

Ah. No. That is definitely not normal.
Invoke the task manager after you are logged in with a Ctrl+Alt+DEl.
Check the startup tab to see what is having such a negative effect on startup.
If you want a boost in performance , you should consider upgrading to an SSD for your boot disk. Your notebook is compatible with PCIe, NVMe, M.2, and SATA-3 M.2 solid-state drives. The NVMe M2 SSD products will really give your notebook a serious performance boost.
