I'm getting the "Boot Device Not Found", "Please install an operating system on your hard disk". I am attempting to install windows but am getting the "No Device Drivers Found". I believe I just need to install the Storage Controller Drivers from HP for my laptop onto the USB I'm using for windows, but am unsure on which option or where it is located. I've looked up my device and operating system, the virtual assistant said there would be a category for Storage Controller Drivers or that it may be under Chipset Drivers but I see neither option. The options I believe it is, "HP Application Enabling Software Driver" but am unsure.

The only suggestion I can offer would be to see if the information in the discussion at the link below is of help to you:
Installing Win 11 on HP Victus 16 with AMD Ryzen 7 CPU - Dri... - HP Support Community - 9379734
You need to install W11 because your notebook is not supported for W10 and most likely some major devices such as the audio and touchpad won't work.
Here's the link to the driver referenced in the discussion:
AMD Neural Processing Unit (NPU) Driver

If that doesn't work and your notebook came with W11 from HP, use the HP cloud recovery tool to create a bootable USB recovery drive to reinstall Windows.
Here is an info link for how to use the utility:
