Hi:
The parts list for your notebook indicates that it comes with a Realtek RTL8852AE Wi-Fi 6 card.
You are going to need another PC and the free 7-Zip file utility to extract the exe file into a folder so you can copy the folder to a USB flash drive and browse the setup information file that will install the driver that Windows is looking for so you can continue on with installing Windows.
Below is the link to the 7-Zip file utility. The first file on the page is for 64 bit.
Here's the link to the latest Wi-Fi driver HP currently has for the RTL8852AE Wi-Fi adapter.
After you have installed 7-Zip and downloaded the Wi-Fi driver, right click on the Wi-Fi driver file you saved.
Select 7-Zip from the list of items on the menu after you select 'More options.'
Have 7-Zip Extract to: and let it extract the file into its folder name (sp171538).
After the driver folder has been created, copy the folder to a USB flash drive.
Where you are prompted to install a Wi-Fi driver, browse to the sp171538 folder>src>Drivers>RTWLANE_Driver>Win10X64>netrtwlane6.inf and the driver should install.
