New laptop not showing keystrokes in any Network password window

HP Recommended
HP Envy x360 2-in-1laptop
Microsoft Windows 10 (64-bit)

New laptop out of the box. When trying to connect to an available Internet network, a security password window correctly pops up for any unknown network. But the pop up window is unresponsive. (touch, mouse cursor, keystrokes, all of the above.) Yes, I can walk over and connect  by pushing the modem’s button, but I want my password windows to function. Do I need to return the laptop because this speaks of bigger software problems in the future? Any suggestions?
