How do you get the num lock and insert to be active on start up?  I tried the bios but didn't see a Numlock "on" toggle nor anything that turns on ins.

Thank you for posting on the HP Support Community.

 

Don't worry as I'll be glad to help,  I have a few troubleshooting steps we could try to fix the issue:
After digging in many community forums, I found the workaround which is disabling the Hybrid Startup which was suggested by Windows.

Feel free to try: ( workaround by HP Support Agent Dvortex ) 

  • Press Win + X and click on Control Panel.
  • Select "Power Plan" from control panel.
  • Now click on "Choose what the power buttons do" on the left side panel.
  • Now select "Change settings that are currently unavailable".
  • Scroll down and uncheck "Turn on fast startup (recommended)".
  • Restart the system and the NumLock should retain the last configuration.
