Picasa software has been unsupported / gone for a long time.
From the source (Google):
You might be able to still find / install / use Picasa.
There appear to be a lot of download sources.
Open your browser and search for "Picasa software"
Reminder: Be careful of downloading content from unknown sources. Download into a segregated folder and scan with Security Software before installing or letting the file into your general file system.
