The devil is in the details... a.k.a. the answer of this question depends on the details.

 

You want to remove this screen because it annoys you or because you cannot bypass it ? Are you able to login via password or fingerprint ? It seems your fingerprint is not recognized. Did you set it up on your own ? How did it first start ? Note - it does not happen automatically, it is part of HP built-in security solutions for business class (commercial) computers.
