Help

My laptop CPU drop down and stuck at 0.40 ghz after restart and replacement ssd

Iam try to update Bois and format ssd and change ssd and download and install  UEFI diagnostic and try test 

Also try to replacement ram and remove battery and replacement the charger 

No change yet still speed not up 

Pls help to fix this issue
