Operating System: Microsoft Windows 10 (64-bit)
LAPTOP IS ONLY 4 MOS OLD AND UNDER WARRANTY.
1. When pressing power key to turn on, the screen flashes then pc turns off, and takes many attempts to finally start up.
2. When I attempt to open any programs , I receive the following error message:
" C:\PROGRAM FILES (X86) GOOGLE\CHROME\ APPLICATION\CHROME.EXE. The application has failed to start because its side-by-side configuration is incorrect.

Hi,
I would suggest you to perform extensive system testing from System Diagnostics UEFI/BIOS by tapping F2 key as soon as you power on laptop.
Let it finish, may take some time.
Since you're well within warranty, I think free HP technical support would be better in assistance in your case.

For the second issue, could you try reinstalling Google Chrome using Microsoft Edge: https://www.google.com/chrome/browser/desktop/index.html
Also update/install latest visual c++ libraries from here: https://www.microsoft.com/en-us/download/details.aspx?id=5555
