Hi, Im trying to downlaod
Intel High-Definition (HD) Graphics Driver - Braswell (Windows 10 v1709)
and it just keeps saying failed to extract cab.

Your post header says you are running Windows 8.1 but the driver info says it is for Windows 10, so of course that is not going to work.

Sorry, but HP carries no drivers for individual games or that will address your issue.
You would have to contact the software vendor -- as they might have some suggestions of stuff you can do.
