(1) Enable and install <Windows Optional Updates>
How to Install Windows 11 Optional Updates & Fix Its Issue
(2) Restart Windows
(3) If it is still stuttering

This can be done using Windows System Restore to return to the restore point before Windows 11 22H2 update
