Had a Microsoft support rep check out my laptop for upgrade eligibility (currently running Windows 10) and was told I need a BIOS upgrade and a TPM update. Can't get through HP support for help so how do I do the upgrade/update myself? Or is that possible?

Hi:
Unfortunately, your PC does not meet the minimum requirements to upgrade to W11 because the 5th generation core processor does not meet the W11 processor hardware requirements.
Needs to be an Intel 8th gen core processor or newer.

There are no supported motherboards you can install in that model that support W11.
If your notebook does not have a TPM, or has the older version TPM 1.2 security chip, there are no updates for that.
If you are interested in installing W11 on your PC as is, you can read this discussion for how I upgraded several HP and Dell notebook and desktop PC's that did not meet the W11 hardware requirements to W11 22H2.

If the in-place upgrade fails, you should be able to clean install W11 using the bootable W11 installation flash drive you made with Rufus.
There should be no need to update the BIOS using the above approach, but this is the latest BIOS update HP has for your notebook...F.57

The answer to your question is that I found no indications online that there is such a thing as a TPM upgrade for your laptop.
