The TPM can be quite tricky to update on Windows 10 1607 and later. Here are some tips to be successful:

 

Turn off the PC and remove any internal video cards and then plug a monitor into the on mother board card.

Do the following steps as an Admin account

Set the registry key with Regedit  'HKLM\Software\Policies\Microsoft\TPM' [REG_DWORD] 'OSManagedAuthLevel' to 4.

Turn off Bitlocker encryption on all drives if you have it on. Do not just suspend.  Wait for this to finish before proceeding to the next step.

Click Start and type tpm.msc <enter>

Clear the TPM and allow the PC to reboot

At boot you will get a screen to alow clearing/resetting of the TPM and push F3. If you didn't do the first step above or you get a blank screen you can still press F3 and hope for the best

Download and run the appropriate softpack TPM update for your PC from https://support.hp.com/us-en/document/c05792935 and it shouldn't prompt for the TPM owner password.

 

If you still get a request for the TPM Owner password, check the registry setting above and you can also try booting into UEFI via Settings, Update & Security, Recovery, Advanced, Other tools, Change UEFI Settings. Then from UEFI BIOS go to Security, Boot Security and Clear the TPM and/or allow custom keys instead of HP keys. Then try the Softpack again.
