It's not an app. You're simply changing from user to administrator to gain unrestricted access. You don't have to be connected to the internet because you're only working with your computer.

After it had a nights sleep the laptop still says to right click etc. But it is now checking things.

Sounds like you have more problems with your laptop than administrator functions. You might need to factory reset.

I believe what he meant was It is installed, but I do not know where to find it in order to right click on it. I.e. what folder and path would it be installed in?
