I know this issue has been resolved before, I just need a link to the firmware that solves it.
Apparently the file in this link is supposed to solve the issue, but the download link for the SoftPaq firmware no longer works: https://support.hp.com/rs-en/document/c05514854
I've already tried looking for the firmware on the laptop's Software and Driver Downloads page and it is not there: https://support.hp.com/us-en/drivers/selfservice/hp-spectre-15-bl000-x360-convertible-pc/13823372/mo...

I've tried using the HP pen that came included with the laptop, the Microsoft Surface Pen, and the Bamboo Ink, they all have the same issue. I've tried factory resetting, fully updating on Windows 10 Settings and in the HP Support Assistant. I've spent many hours trying to resolve the issue.
Please help!

But when I try to find the firmware update for the touchscreen or stylus, it's no longer there. Has it been removed? Will I no longer be able to fix this issue?

Thanks for the response! But I've already tried that firmware, I was unable to install it because I do not have an HP Tilt Pen, therefore the driver won't fully install. I have only the pen that came included with the laptop and a Wacom Bamboo Ink Pen.

I am the Echo_Lake looks like you were interacting with @KrazyToad, but he is out of the office today, so I'll take over from here.
The firmware update is for HP products and it won't function with Wacom Bamboo Ink Pen.

I also have the pen included with the laptop, which is an HP product. It seems the driver is only available for the tilt pen, which is not what I have. Does this mean I'll never have this issue resolved unless I purchase the tilt pen? What is this SoftPaq driver that seemed to fix everyone elses' problem in the past: https://support.hp.com/rs-en/document/c05514854
Is it even guaranteed I'll get this 2 second delay issue resolved if I purchase the tilt pen? It doesn't mention this issue being resolved at all in the patch notes.

A passive stylus (also known as a capacitive stylus) functions the same as your finger on the screen. Passive styluses do not require batteries, do not have any configurable options, and do not have specific pen software. Passive styluses work on any touch screen device.
So please use a passive stylus and it should work with your computer. And, also BIOS Update: Follow steps from the link: https://support.hp.com/in-en/document/c00042629 This should fix the Touchscreen Response.

I am familiar with the passive stylus, however, the passive stylus forces me to switch constantly between page movement, and writing. The reason I'm trying to get this delay issue solved is so I won't have to have so much dead time when I run out of space on the screen. Using the passive stylus will not only slow me down, I will also lose features like buttons that allow me to quickly erase or move content around in OneNote, features that I use all the time.

For some reason the link has been removed and I'm no longer able to download it. Will you be able to send me a working link?
I already had the latest BIOS update installed and the issue persists, I also have all the updated drivers from the Driver Downloads page, HP Support Assistant, and Windows 10 Update.

At this point I suggest you contact HP Support and our Support Engineers should be able to remote into your Notebook and sort it out.
