A "device" is, by definition, a piece of hardware and clearly, you can not download that.
There is a tracking applications known as Lojack for Laptops, but it is not a device; instead, it is special software that you install on your PC such that, whenever the PC accesses the internet, it sends their server an indication of where it is. That way, if your PC gets lost or stolen, when it later accesses the Internet, Lojack will see it and notify the company -- which will notify you.
But this is a service and you have to pay for it.
