after updating to windows 10 pro, device manager says USB\VID_138A&PID_003F\00b00429f890 needs to be installed further.

Try manually installing the driver as follows...
Go to the device manager. Click on the Unknown USB\VID_138A&PID_003F device needing the driver.
Click on the driver tab. Click on Update driver.
Select the Browse my computer for drivers option and browse to the driver folder that was created when you ran the file.
That folder will be located in C:\SWSetup\sp81058.
Make sure the Include subfolders box is checked and the driver should install.
Here is a partial copy and paste of the driver setup information file which shows driver support for the hardware ID you posted...

You need to install this driver for that device...
This package contains the driver that enables the Synaptics (Validity) Fingerprint Sensor in supported notebook models that are running a supported operating system. The fingerprint sensor scans fingerprints for use with biometric security applications.
