Sorry -- NO -- if the BIOS or UEFI menus don't provide the option to select a USB drive for booting, there is no way to add that option.  It must be hard-coded into the firmware to begin with.

Personally, I am not familiar with your specific computer but it's hard for me to accept there is no USB drive option to boot from.

However, due to Win 10, Secure Boot technology and UEFI, there is some tricks. 🙂

Additionally, in the BIOS it be called USB hard drive and not USB pen drive.

 

In order to boot from another device other than the hard drive, you have to enable Legacy Mode in the BIOS.

 

If you plugin a bootable USB thumbdrive, then shut down the computer and eventually start it again AND immediately keep hitting the Esc button, then you should see HP Startup menu like this one:

 

Press F9 for Boot device options - do you see your bootable USB device ? Have you tried with another one - e.g. different model USB device ?

 

 

Then you should be able to boot from the USB flash drive.
