Hi viswas,
Thank you for the information. I suggest that you unplug any USB connections and refresh your laptop. Then try using your webcam. I believe the issue to be with the USB connection that is giving you the error and not your webcam. Here is a document for how to Refresh Your PC to Resolve Problems (Windows 😎.
If you are still having an issue with the webcam then one of the documents in the previous post should help now. Any Windows 8 document steps will be the same for Windows 8.1.
I am also including this document for How To Fix Code 43 Errors that will help determine which USB product is causing the error to appear.
Unknown USB Device (Device Descriptor Request Failed)
I hope this information helps, please let me know how it goes.
Good luck and have a great day!

I have the same problem on my envy laptop I have tried all the fixes and nothing works I purchased a leaad to do diagnostics on my car when I read reviews nobody had expirenced problems before. I contacted the seller who replaced the lead and still the new lead comes up with this code43 error. All accross the web there are people addidng fixes but I have tried them all NOTHING WORKS I am running windows 10 but it seems that even people running 7,8 and 8.1 expirience the same problems.
