Is there a way to disable HP ProtectTool Security Manager? Does it help?
I mean can it be disable so that I can download Windows 10... btw i forogt to mentioned that i actually download Windows 10 last year but then i revert it because my game couldn't load so i decided to revert it...Can it still update now?
I have 2 options:
1) Straight away upgrade form my laptop (have to uninstall HP ProtectTool)
or
2) Download via USB Drive <- I got it from a friend of mine who lended it to me so that i could try to redownload but i think it'll still show the same error message -Don't hesitate and ask me any question about my PC or specs-

The idea to uninstall it is :
1) Because It is an old software created long before Windows 10 was created
2) Certain functions it has like drive encryption (if active) will interfere with any kind of Operating System upgrade
3) Only the newest version called HP Client Security Manager with its latest version is Win 10 compatible. Protect tools (old version and its linked products) are not. They were created very long time ago when Win 10 was not created - XP, Vista were popular and active then. Windows 10 checks for the presense of incompatible software (even if inactive).

Option 1 will for work. Use Windows Update to download/install Win 10
Option 2 written by you above is like clean install of Windows 10 - if I understand you correctly
or upgrade
If you previously performed upgrade from Win 7 to Win 10 on this very same computer and if you used Win 10 for a while and if Windows 10 was activated (it's licence was activated), then your computer has a Digital entitlement option stored on Microsoft servers. More info:

If Win 10 was previously activated by Digital entitlement, you can directly download Windows 10 ISO from MS site or download Media creation tool from Microsoft site, create installation DVD or installation USB and proceed with clean installation (not another upgrade). This clean installation will not require you remove anything previously (just copy/back-up your data).
Let me know what was/is the case of your previous Win 10 installation/usage.

Most important part is to back up your most important data and to create recovery media (just in case)
Re. the upgrade - may be you can go to Control Panel >> Windows Update and it may be there.
If not, review the option called "Upgrading from USB drive using Media Creation Tool"
Get the ISO/media creation tool from Microsoft web site and proceed with the on-screen instructions.

Windows 10 will not back-up your data to external drive at all as the data and most programs are supposed to be left there - a.k.a. in the very same place they are now, meaning you are supposed to have them post-upgrade. However, doing any kind of Operating System upgrade is considered risky to some extent and might fail, that is why I suggested you copy/back-up your most important files so that you have them just in the case the procedure fails.
Please, note, that I do not tell you it will fail. However, it might happen and it does happen occasionally, so it's best to be prepared for any case - just in case something goes wrong.
Generally speaking the best way to install any OS is to perform clean installation of it. However, clean installation will format your HDD and will eliminate everything that you now have on your PC. Moreover, Microsoft requires users to UPGRADE (not clean install) from previous Windows to Windows 10 so that the license is taken and transferred into Digital Entitlement. If you first perform clean install of Windows 10, the Windows 7 license you have now will not be picked-up and you will be left without licence. Once you upgrade to Windows 10 and get Digitial Entitlement, and if you are happy with it, you then eventually perform clean installs as much as you want.

I just upgraded to Windows 10 but now I'm stuck at the Welcome screen where they ask me for which account should I use but there's no cursor to click on. The keyboard and mouse pad is also not responding...I even tried spamming but it doesn't work. Only the buttons on and off works. What should I do?

This seems like driver issue.
Please, try to restart the computer and see if this helps.
If not try with hard reset/restart:

Do you have an external keyboard/mouse - if YES, please try with them - try to plugin the keyboard/mouse in different USB ports.
Boot in Safe Mode or Safe mode with Networking and try to see if they work in this special most. Instructions

You can restart the computer and as soon as you start it (start to keep hitting the Esc button (like tap-tap-tap). Login in Safe Mode with Networking.
Try to update your keyboard/mouse drivers in Windows from Device Manager >> http://support.hp.com/us-en/document/c03330139

After struggling to upgrade to Windows 10, Now I pleased to say that I have Windows 10.
