Pavilion dv6-6c10us hard drive went bad and replaced it. Have tried to restore from recovery/boot disc taken before HD went bad but everything failed and apparent reason is that it is also bad. I can boot from CD but RESET PC does not work but CMD level is avialable. Also tried bootrec & SFC and DISM.exe commands with no luck. Suggested option is reinstall OS from original disk. MS reply is product key is manufactures pre-installed and I can't get it from them. HP support site does not give me option when selecting SUPPORT - SOFTWARE & DRIVERS and select Windows / Windows 7 64-bit.

What can I do?

If you can read the 25 character Microsoft Windows 7 license key on the COA attached to bottom of laptop, you can download a Windows 7 ISO file to burn to a DVD or USB flash drive. The version  must match version that came installed on your PC as  listed on the Microsoft COA sticker. Such as Windows Home Premium.

I had focused too much on recovering my previous set up. Went to MS and tried new download of windows 10 and it worked. Key is for windows 10, MS does not require product key but uses your previous registration. My HP laptop is back and running again under Win10. I had separate back up of all my personnel documents and so was able to do a full recovery - just not as a recovery 🙂

Happy to hear you are back up and running. Yes, MS offers free download for Win 10 and lifetime digital license to reinstall/activate stored on their servers. Sorry, if I had known you did the upgrade I would have mentioned that sooner and saved you some time. But,all is well that ends well.:smileyhappy:
