Im not surprised, 1803 has been doing odd things to lots of peoples systems.
Go into All Settings>Privacy>Camera and make sure to re-enable the Camera access button. Check the apps list that can be altertered below also.
Do the same for the Microphone.
That should do it. Let me know if this works first.
If not, you might have to roll the system back to before 1803 was installed. Then block the install.
