What monthly cleanup should I be doing on my laptop to keep it clean and running fast? how do I do this please ?

The things that slow down a laptop are failing hardware and a nearly full drive.
You can do nothing to prevent the first because all hardware fails over time. If you have an HDD, you could consider replacing that with an SDD, and that would improve the performance of the laptop. But once you do that, its performance will stay at the same level indefinitely.
As to the drive, Windows needs free space in order to create and manage buffers. If the drive is less than 15% free, this can cause Windows to slow down.
Since all my PCs use SSDs, space is limited -- so I use the utilities below on a weekly basis to ensure that my drives do not fill up:
