would like to make Clean Install of Win 10 Pro 64-bit to Elitebook 8460p - have authorization code -what website should I down load compressed zip file from? Will I need to use an installation program?

You can clean install W10 for free at any time by using the media creation tool at the link below.
https://www.microsoft.com/en-us/software-download/windows10
The utility will allow you to make a bootable W10 installation USB flash drive, or save an ISO file which you can burn to a DVD using your DVD burning program's burn ISO option.
When you get to the part of the installation script where you are asked to enter a product key, select the 'I don't have a product key' option (Skip) and W10 will install and automatically activate once you are connected to the internet, since Microsoft has a record of your notebook having been previously upgraded to W10.

You posted that you needed to download W10 pro 64 bit in both the subject and body of your message.
You don't need to install W7 first in order to reinstall W10.
If you want to install W7, you will have to order W7 recovery media for your PC by calling the HP business PC support phone number for the country you live in.
For the USA/Canada, you can call this number...1-800-334-5144.
Have the serial number of the notebook handy to give to the customer services rep.
You cannot legally download W7 OEM from any trusted source, and you would need to enter a W7 retail product key in order to download W7 from Microsoft.
