A new Laptop Win10 Home. The Windows version is HP installed 1903 and me being some 88 years, I'm having great difficulty in understanding what to due to age related forgetfulness. I already have an HP Pavilion with an earlier Win 10 version which I reasonably understand. I have induced Shell but that doesn't help a great deal. So the questions;
Can I clone the HD of the Pavilion and put it into the Laptop. Or
How can I have a screen appear on start up that is just a base colour with a few folder icons on it without having to do so much button pressing.

In terms of the cloning -- NO -- The Windows that comes preloaded is licensed for a specific machine and can not be migrated to a different machine.
Sounds like what you are seeing on the desktop is the Start Screen -- MS's poor attempt at forcing smart-phone interface on us all.
What you need is to change your screen to the default Desktop, and to do that, I would recommend that you download and install Open-Shell, which you can get from here: https://www.majorgeeks.com/files/details/classic_start.html
There is a also a commercial version (which you pay for) known as Start10 -- and you can get that from here: https://www.stardock.com/products/start10/
