Dear,
Recently whenever I open ''FILE EXPLORER'' it goes slowly by first (not responding) text, especially after "FILE" is open and I click on ''THIS PC'' it will not respond in the beginning and takes time to work properly.
Same goes for here, as example: when I try to upload a screenshot image, it also takes time/not responding before I can select things etc...
SO why is this happening?
I already tried a couple things: such as deleting Dropbox app and doing the .CMD and running sfc /scannow command, in order to see if I had corrupt files. (which there was none)

This sounds like a very SLOW PC, to the point of it no longer being usable, right?
This issue is often due to a failing drive. So, let's check that first, because if it is failing, it would need to be replaced and there is no point then in doing anything else until we confirm that.
If your PC is new enough to support UEFI, you can use these steps to test the hard drive: http://support.hp.com/us-en/document/c00439024
If not, to check the drive you have to follow these steps:
1) Press Esc key repeatedly, several times a second, while rebooting the laptop. Do NOT hold the key down, just press it over and over.
2) Eventually, you will see an HP Startup Menu
3) Press the Function key for testing the hard drive (usually F2) and let it run.

Actually the laptop is not slow, browsing opening tabs, watching YouTube and opening several programs all work really fast. Its just the windows File Explorer, which is opening slow.
I recently did a full system test ( HC PC Hardware diagnostics), by shutting down laptop > pressing on F2 (to launch diagnostics UEFI >system test fast + extensive (4hour) al passed.
So these aren't the problem.
