My PCI device hardware id is \VEN_8086&DEV_8C3A&SUBSYS_1998103C&REV_04\3&11583659&0&B0
and I haven't been able to find a driver please help

This driver should work...

 

This package provides the Intel(R) Management Engine Components Driver for supported desktop models that are running a supported operating system.
