The laptop does not have a DVD/CD drive.
How can I restore the system to the original factory condition in case windows refuses to boot and can not fix itself OR I have to replace the hdd?
Please advise

Your PC is supported by the HP cloud recovery tool which will factory reset the drive to its 'out of the box' condition.
Here is an info link for how to use the utility. You will need a 32 GB USB flash drive for this.

Since you have to use the software on another PC as yours is not working, you will need to enter your PC's product number in the tool's search window in order to proceed.

It appears that the steps to re-installation of Windows 11 always REQUIRES an internet connection.
Is this correct?
Is any other way to re-install Windows 11?

#1 I do not have internet access at home.
#2 I have yet to use a version of windows that did NOT have to be restored from factory CDs at least once.
#3 The last computer I owned had a DVD drive and I purchased the recovery CDs, this computer does NOT have a DVD drive so I assumed I would have to order a recovery USB drive.
I have owned 3 other computers since 1992 each lasted about 8 to 12 years.

You're very welcome.
The PC would require an internet connection in order to use the Cloud recovery tool.
You would have to contact HP customer service to see if they can mail you a recovery USB.
HPs solution to recovery is to supply users with the HP cloud recovery tool to create USB recovery media and they only provide that resource for 5 years from the model series' release date.

Where is the serial number that HP Support is asking for?
There is a number on the bottom of the computer, but that is too small for me to read without a magnifying glass.

I tried contacting HP Support, but they reject the serial number that is displayed in [System Information] from [HP PC Hardware Diagnostics v1.8.0.0].
The alternative is to install [HPSupportSolutionsFramework-13.0.1.131.exe], but the installation always fails with code #3 😞

The HP cloud recovery tool does not use the serial number to work.
It uses the product number which I posted in my original reply.
If you need the PC's serial number for some reason, you can run this Windows command to get it.
Step 1: Open your Windows Start menu, search for "cmd" and select the Command Prompt application.
Step 2: In the Command Prompt window, type "wmic bios get serialnumber" and press Enter
