Primary bay drives can only to booted from.
So see which all drives are in primary bay.

So it is not fault of changing boot order.
It is something to do with how OS is installed in both drive I suspect.
Windows 7 installation needs to disable secure boot, enable legacy and installed by booting from non-UEFI bootable media. Is this how it is installed?
Windows 10 mar have been installed from UEFI bootable media.
So you've to reinstall Windows 10 from non-UEFI bootable media.

If Windows 10 was installed using HP recovery discs, then it is UEFI bootable.
As you can see, Windows 7 got installed in legacy non-UEFI mode.
Ask the tecks at West Wood Computers to reinstall Windows both in same format.
You can check in your BIOS, that whether secure boot is disabled and legacy enabled?
