I am trying to install a newer version of BIOS F18 on my notebook HP 15.6-inch Laptop PC 15-fd0000(70R04AV). I got a message that disk space is full, clean some space by deleting files. Even I have 75 per cent space empty any solution for this issue?

The disk the error message is referring to is actually the EFI system partition (ESP), not the C: drive.
Your ESP is probably 100 MB in size and contains an HP folder that has HP BIOS flash utility and various other files.
If you try bios update from inside Windows, it uses files in the EFI\HP folder. If the ESP doesn't have enough free space, BIOS update cannot be performed, triggering the "not enough disk space" error.
You can delete files and folders in the ESP or enlarge the size of the ESP.
You can also try a workaround, and this may be easier than the other two mentioned above.
You need to create a BIOS recovery usb drive that contains BIOS flash utility and BIOS update files. You then use the key press combination method (press Windows + B keys) to boot the system to run BIOS update from the BIOS recovery usb drive.
