Hi:
The wifi card needs this driver...
Download Intel® PROSet/Wireless Software and Drivers for Intel® Wireless 7260 Family
USB\VID_8087&PID_07DC:

Make a bootable Ubuntu installer.
Ubuntu download.
Get Ubuntu | Download | Ubuntu
How to make a bootable USB ubuntu installer...
Create a bootable USB stick on Windows | Ubuntu
Boot from the Ubuntu installer.
Select the option to 'Try Ubuntu without installing."
See if you can turn on the wifi adapter in Ubuntu.
If you can, turn it on, shut down the notebook, remove the Ubuntu installer, start the PC and when you get into Windows, the wifi should be working again.
If you cannot turn on the wifi card in Ubuntu, check the BIOS and make sure that the wifi adapter is enabled.
If the wifi adapter is still not present, there is probably a hardware problem with the adapter.

For the HP Mobile Connect, this is the driver that you should need for that device.
https://ftp.hp.com/pub/softpaq/sp71501-72000/sp71871.exe
I can't read Russian without google translate, so I don't know what that other device is.
