Did you buy WWAN option for your machine ? Without WWAN, the SIM card is useless. Manual

Which says WWAN is optional (page 2). Please check Device Manager to see does it have 1 of the following entries
- HP hs3110 HSPA+ Mobile Broadband Module
- HP lt4112 LTE/HPSA+ Mobile Broadband Module
- HP lt4211 LTE/EV-DO/HSPA+ Gobi 4G Module
