maximum ram frequancy in my laptop

I have 4gb ram in my laptop with 2400 mhz

when I added another ram (slot2) (8gb with 2400 mhz )

I have now 12 gb ram with 2133 mhz ‼‼

why its not work at 2400mhz ??

how can i solve that ?

DDR4 2400 is made to run up to 2400mhz... however the actual speed is determined by your laptop motherboard's chipset and bios, not the top speed your ram is capable of.

Here's the issue !

When I use the 4gb ram alone.. It's 2400mhz

After adding the second piece they down to 2133mhz

And I can't found any thing about controlling there in my bios

Sorry, I missed that.  If your system was showing that you were at a full 2400mhz, and after adding the second stick you are now at 2133mhz, it would generally be because your system ram runs by the slowest SODIMM module installed and is not in dual channel mode. Keep in mind, 2133mhz is the "default" for all DDR4 ram, so it sounds as if it may have resolved to the default DDR4 setting.  I would think that there is some incompatibility between the sticks, not speed, but rather CL (timing) that is causing this.  I have two different 8gb modules in my Pavilion laptop - but their timing is the same and they run fine in dual channel mode.  At 2133mhz, I don't think you are in dual channel mode for your system ram.   Although you can often get dual channel mode with different ram modules, generally it is preferable to have 2 of the exact same ram modules.
