When I try to use any strong application or game on my computer it suddenly starts working very loud since the day i bought it. With cpu power set to %100 from windows power settings tab cpu usually works around 2.60 to 3.50(max) but when I open an application, after a while it decreases to 0.20 GHz and makes doing anything impossible. Although when I set the power to %99 cpu runs at 1.20 GHz and doesn't create a problem except slower applications and less fps (30 on league of legends) I think this is a problem about software because pc has been like that since I bought it first time.
