HP's response to this issue is pretty go**amn sad. If you're still experiencing this issue, read below for the solution.
I ran into this issue as well after uninstalling the Windows App version and subsequently attempting to install sp105523. here's how i fixed it:
-After running sp105523.exe, the application will extract its files to location C:\swsetup\SP105523
-Within that location is an executable called UninstallHPSA.exe
-Open a command Prompt as Admin and enter C:\swsetup\SP105523\UninstallHPSA.exe
-After a few seconds, you will get a prompt asking if you want to keep your settings and preferences for HPSA <choose yes or no>
Afterwards, HPSA will be officially uninstalled
-Next, doubleclick InstallHPSA.exe or Setup.exe from the same location as above to install it
Unfortunately for me, this seems to install version 8.8.34.31 instead of the version my laptop came with which version 9

Hello,
in my case calling UninstallHPSA.exe from a command prompt opened as Adminstrator does nothing.
UninstallHPSA.exe has no user interaction, no output.
If I start setup.exe again leads to the same output "A newer ....".
Brrrrrrr.
