Hi @Mohan69, Welcome to HP Support Community.

Thank you for posting your query, I will be glad to help you.
It looks like your Windows installation might be corrupted due to the failed update. Since Settings is not opening, and SFC/DISM commands are failing, follow these steps to repair your system:

Step 1: Try to Open Settings Using Alternative Methods

Try opening Settings using one of these methods:

  • Press Win + I
  • Right-click the Start Menu and select Settings
  • Open Run (Win + R) → type ms-settings: and press Enter
  • Use Command Prompt: Open cmd and type start ms-settings:

If none of these work, proceed to Step 2.

Step 2: Use Windows Update Troubleshooter

  1. Open Run (Win + R) → type msdt.exe /id WindowsUpdateDiagnostic → press Enter
  2. Follow the on-screen instructions and restart your PC

If this doesn’t fix the issue, move to Step 3.

Step 3: Run SFC in Safe Mode

  1. Restart your PC and boot into Safe Mode:
    • Press Shift + Restart (from the login screen or Start Menu)
    • Navigate to Troubleshoot → Advanced Options → Startup Settings → Restart
    • Select Safe Mode with Networking
  2. Run the following command in Command Prompt (Admin)
    sfc /scannow
  3. If SFC still fails, run this command:
    DISM /Online /Cleanup-Image /RestoreHealth

If DISM fails again, proceed to Step 4.

Step 4: Perform an In-Place Upgrade Repair

Since DISM is not working, try repairing Windows without losing data:

  1. Download the latest Windows 10 ISO from Microsoft’s website.
  2. Run setup.exe from the ISO and choose "Keep files and apps."
  3. Let Windows reinstall itself without deleting your data.

Step 5: Reset Windows (Last Resort)

If nothing works, you might need to reset your PC:

  1. Win + I (if it works) → Update & Security → Recovery → Reset this PC
  2. If Settings doesn’t open, boot into Safe Mode and try: systemreset -cleanpc
  3. Choose Keep my files and proceed.

I hope this helps.

Take care and have a good day.
