I am trying to install and it says the system administrator has set policies to prevent this installation
the command prompt is missing
Administrator access appears to be locked
I sent in my computer to hp in October before the warranty expired for repair now it will not let me download

When technicians get a PC in for repair, they change settings so they can make those repairs.
What they are supposed to do, when they are done, is RESET the PC so that when the customer gets it back and opens it, they are presented with the Initial Setup again.
From your comments, it sounds like that was not done.
So, I have asked the forum Mods to have someone from HP contact you to set this right.
