If the 4th character of your PC's serial number is a 9, then the notebook was made in 2019, and this is how I arrived at that conclusion:
Yes, there are lots of 9's since HP only uses one year digit, it could be 1989, 1999, 2009, 2019 so far.
What you need to do is to use some detective work if you have no idea when the PC was made but have the product number.
I enter the PC's product number in the parts list to get the model number and list of parts, if I can't find the product specs.
Then what I do is look up the model processor it came with which in the case of your notebook is an AMD Ryzen3 3200U.
Then I look up the release date of the processor model.
The AMD Ryzen 3 3200U is a mobile processor with 2 cores, launched in January 2019.
And that is how I know your notebook was made in 2019, because the AMD Ryzen 3 3200U processor didn't exist before then.
You can get the date down to the week it was made by looking at the 5th and 6th characters of the serial number which will be between 01 and 52.
Then you can use this converter to find the week in 2019 your PC was made.
