I may try FW flash if tested ok provided it doesn't void my warranty. As it stands now, it may be considered an unapproved modification. Does it affect warranty? Is it reversible? Give me your thoughts pls.
I will replace the webcam with Acer/Dell/Lenovo equivalent once the warranty ends. Costs less than $10 on Ebay. Most webcams are usb compatible.

@proxyx I understand. I do want to kindly inform you that complaints will receive more expsoure to HP through that link considering that this forum is more for user interactions.
Anyhow, I did some research on HP's International Warranty Statement and this seems to be the most relevant information:
HP is not responsible for any interoperability or compatibility issues that may arise when
- products, software, or options not supported by HP are used;
- configurations not supported by HP are used; or
- parts intended for one system are installed in another system of different make or model.
I would suspect the file that was suggested is not necessarily "supported" on systems besides@BAmsterdam's and others which are specifically recommended.
But then again I found this snippet:
"This HP Limited Warranty does not apply to any HP Hardware Product that has been damaged or rendered defective by software, interfacing, parts or supplies not supplied by HP"
I would personally try the file even if it may involve some risk considering that hardware warranty would not be affected and recovery programs could assist in the case of failures.
Best regards,
Eddy

This is not a major mod, agreed. It carries some risk re. webcam only IMO although companies do use this excuse when faced with more costly repair.
May be effective as a temp fix to resolve major color annoyance. I'm sure it will never be approved by HP.

Could you please post some more pics with higher detail in more challenging setting.
FW tool downloads the SW and flashes Eprom. What else does it do? Any options...? save current FW?

Mind you that this is a fix from HP. So I'm not sure why you write that this will not get approved by HP.
Sure. I've uploaded 3 more pictures here: https://imgur.com/a/vNM8yjf
This is a screenshot of the tool. I have no idea what it does. It saves a .ini file in the containing folder, but it seems they don't make a backup.
I wish I could finetune the IR filter a bit further, but as said this is a good fix for me. I don't expect DLSR quality from a webcam.

BAmsterdam,
as far as I understand you had an open case with HP support re. camera color problems.
They provided you, and only you, with a specific solution, that may or may not be suitable for others, they can easily claim that.
Have they provided you with a license or permisssion to distribute this tool (btw. it's a Realtek tool, not HP)? Probably not. Have they created a knowledgebase article linking to this tool? Probably not.
The fact that it came from a HP employee does not mean it has been officially released. It was meant to be used in your specific case, and yours only... unless it is released for others to downoad. This is a legal angle.
Re. pictures. Thanks for the upload. I see an improvement, although, as you indicated, not perfect. Color is better but far from acceptable. IR color cast is diminished although not eliminated (green is barely present). DSLR quality from a 1MPix cheap webcamera, LOL, is out of the question, but even the cheapest laptops are better, never before I have seen such camera implementation. Do you have any knowledge of any other manuf. doing the same?
Anyway, I appreciate your input. It confirms that Spectre/Envy webcam, as it is deliverd and sold needs fixing, whether via FW or other method. In the meantime HP silence re. webcam tells it all. If it's so simple why don't they release the fix in the Spectre/Envy download section? Until it is done, using it may void a warranty ( "may" not "will ")... Let's see.
