(1) On the Webcam Properties [driver] tab window, click button <Update Driver>....
(2) Select to <Browse my computer for driver software>.
(3) Click <Let me pick from a list of device drivers on my computer>.
(4) Remove the selection from <Show compatible hardware>.
(5) Select <Microsoft> in the Manufacturer field, and select <USB Video Device> in the Model field.
(6) Click <Next> to install the webcam driver.
(7) Allow the installation of the USB Video Device, and then click <Close>.
(8) After the device has been updated to USB Video Device in <device manager>, restart your computer
(9) Test webcam again

First, I finally realized what to do with your prior list and I clicked on the USB video device and it installed the driver. Then I restarted my computer. When I went to my camera app, the setting was still black, so I assumed it didn't work. I went into settings and found the HD webcam and decided to disable it and then enabled it. Then a little bit later, I tried taking a picture again despite the black screen, and suddenly it started working! I was able to take a photo and video. When I close the app and restart it, there's always a black screen; however, taking a pic or starting to record seems to jumpstart the webcam. I don't know exactly why it started working again, though.
I am going to keep my eye on it for a couple of days and report back in case this is a temporary thing!

Good morning!
I wanted to note that the webcam now works as it's supposed to; I no longer have to try "jumping" it by taking a photo or video. Once I enter my camera app, a preview of me is displayed. This started happening after I received an update that required me to restart my computer. I can't tell if it's because of that update, or if it was just a coincidence.
My problem is solved, but I honestly don't know which step was the winner. Thank you, Ub6424, for guiding me through this. I'm certain it was fixed at some point through your numerous suggestions!
