I got it:

 

Go to Windows "Settings" on the Start Tab. 

Then: "Personalization,"

Then click on  "High Contrast Settings"  under RELATED SETTINGS or type in "High Contrast Settings" where it says "Find a Setting,"

Then click "Display," and the "Make Everything Brighter" lever should be there on the right.

 

I hope that solves it. That took me about a half hour to figure out. I kept forgetting how I got to it!

 Shortly, when trying to update your driver, go for ”Browse my computer for driver software” and choose ”Let me pick from a list of device drivers on my computer”. That should fix your problem. Restart your computer for a better functionality.

I had a similar problem and fixed it. Brightness options were not available on Window's Edit Power Plan options. The issue was the Intel HD Graphic Diver had the same functionality which took precedence. I suspect this is why people "suddenly" had the problem "for no reason," their Intel HD Graphics driver updated unbeknownst to them.

 

Down in your system tray, possibly under the carat menu (^) you should find the Intel HD Graphics tool, or you could also right click somewhere empty on your desktop and select Graphics Properties from the popup. There's plenty of options there to mess with, for me the ones under Power were what I couldn't accomplish through windows settings.

i know that this is very old post, this is what solved my problem. Today on my old laptop HP ProBook 6570b all Fn functions worked on my laptop except Fn + F9 and Fn + F10 ( adjust screen brightness ). What I did is : load BIOS default settings and then reinstall HP Hotkey Support driver. Now everything works perfect, Windows 10 64-bit.

I'd like to adjust the brightness on battery mode. Why don't I have this option?
