My laptop was working well since 2014 with windows 8 until the rush to install free w10 to beat the deadline then camera lost the video, followed by poor sound/volume output . in the device manager there is no camera. I have over the years tried all manner of solutions under the sun to treat the issue including recent Driver Pack scan and install. I use the computer for specific work until recent covid-19 requirements to work from home and use video conferences has this become a need. I have Compaq that works with a microphone issue and this can not now even mitigate the issue! Would  there exist a straight forward less costly and less time consuming solution or I just leave the comp for the kids to play with and get a desk top?

@FrankB3 If the drivers for the Imaging devices, which include the webcam, are not displayed in the Device Manager, here's all you need to do, to resolve this issue, once and for all:
Learn how to restore an HP webcam in Windows Device Manager and if this doesn't work, you may need to get the webcam replaced or as you've mentioned get the desktop and let the kids enjoy the laptop:

  1. Restart your computer.

    If the problem persists, continue using these steps.

  2. In Windows, search for and open Device Manager.

  3. If there is no Imaging devices category listed, select Action, then Scan for hardware changes.

  4. If Device Manager does not recognize the webcam after the scan, use Microsoft System Restore to go back to a time when the webcam was working properly.

    If problems persist, the webcam might have become unplugged internally, and the computer might require service to correct the issue.

Thank you for taking time to revert on my predicament. I certainly have done much of the solutions provided and will try the new one on repair of camera before I consider getting a desk top and leaving this to the kids. Thanks and have a great and safe working day.
