This was solved.

The camera driver seem to enable/disable by the switch on the side of the computer.

Which is something I could not expect for the driver operation, but this looks quite reasonable

not to keep the driver loaded if its not needed.

Even the main purpose of the switch is possibly to disable the camera access on hardware level.

After checking the later specifications it is mentioned as:

'Security management: Privacy camera kill switch'
Screenshot from 2019-11-05 15-12-32.png
In earlier specification I could not find it, maybe bad luck checking the spec-sheet.

Comparing to "reference" (external USB keyboard) below, it looks that all the text in keyboards, buttons even the serial number is pressed with too small font size and is not easily visible to the user:

I don't remember ordering this with the "camera privacy switch", but that's what was delivered:

But I could of course accept all the "additional feature" and if some feature was missing would be greater concern.
Not sure if this "privacy switch" would affect the internal microphone as well.

The camera switch is here at the near the DVD-writer. So I might had confused 1st with DVD write-enable switch or
something related to the DVD, but this is for the web-camera (and again not very visible font size):

This case of course if the webcam switch is at the side it is hard to see if that is ON/OFF without bending and zooming a lot.
Normally, I think this kind of switch should be located near to the camera itself (also for shorter routing of the cable).

It looks controlling the order parameters was very difficult and if I wanted this same with i7-10510u instead of i7-8565u.
That was blocked somehow at the Amazon site and in Ubuy site it seems the i7-10510u model didn't have
HDMI. Mainly I think there was a lot of trouble to customize the product exactly to my requirements/wish.
And for HP-Envy there was not this same model with i7-10710u available at all and don't know if ever will.
This case if I waited slightly more I could had got exactly what wanted, but online orders are hard to be matched
exactly to my wish something is either missing or is of wrong model/spec.
Basically I think this HP Envy is good "reference", but not necessarily 100% what I wanted, even maybe ~80-90%.
No idea also why the later i7-10510u models available didn't have the HDMI (or 2nd monitor connection) available anymore.

@jarkky

Thank you for posting on the HP Support Community.

  • Did this happen after a recent window or software update?
  • Have you tried any troubleshooting steps?
  • Did you make any changes to the settings of your PC prior to the issue?

To resolve this problem, use the following steps.

  1. Restart your computer.

If the problem persists, continue using these steps.

  2. In Windows, search for and open Device Manager.

  3. If there is no Imaging devices category listed, select Action, then Scan for hardware changes.

    Image: Scan for hardware changes

  4. If Device Manager does not recognize the webcam after the scan, use Microsoft System Restore to go back to a time when the webcam was working properly.

If problems persist, the webcam might have become unplugged internally, and the computer might require service to correct the issue.

Hope this helps! Keep me posted for further assistance.
