Product: HP Spectre x360 16 inch 2-in-1 Laptop PC 16-f0000 (39R25AV)

The on/off toggle key (f13) is stuck on off and won't turn the camera back on. After spending almost 3 hrs on chat with HP support I was advised the only thing left to do would be to reset to factory and reinstall everything. Surely this seems to be excessive. I'm no expert but wouldn't bringing a copy of the computer from backup bring the problem with?
I've seen on the forum that others have had this issue but I haven't seen any solutions yet. Anybody from HP care to help?
