I am experiencing the Camera blocked - Hello Face - issue here. I have taken all necessary measures within the system to resolve the issue. However, I have discovered a small plastic piece located above the camera that I have not previously encountered since I purchased my laptop a short time ago. May this replay be useful for the new users, they might experience here.

Hi @DianaDardeer,
Welcome to HP Support Community.
Thank you for posting your query, I will be glad to help you.
It sounds like you've encountered a physical camera cover, a common feature on many modern laptops to help ensure privacy. This small plastic piece can slide to physically block or unblock the camera lens, acting as a privacy shield.
If this is indeed a cover, try sliding it in either direction to see if it reveals the camera. Once it’s uncovered, your camera should work for Windows Hello and other applications as intended.
I hope this helps.
Take care and have a good day.
