When I boot up the PC and get to the login window (enter PIN) I cannot click in the pin control, the left most are of the screen is acting like someone is touching it, there are these round circles appearing like someone is touching it.
How can I login if I can't get control? Do I need to disable my touchscreen? if so, how do I disable it on a boot?

Welcome to HP support community.
Shutdown the computer.
and then boot the computer into the Bios using F10.
(keep tapping on f10 key when you turn on the computer).
On the Bios, check for the ghost touch
If it visible then it's a possible hardware failure
I request you to talk to HP support.
They might have multiple options to help you with this.
1) Click on this link - www.hp.com/contacthp/
2) Click on "Continue as guest".
3) Enter the serial of your device.
4) Select the country from the drop-down.
5) Click on "Show Options".
Fill the web-form. A case number and phone number will now populate for you.

BUT, I was able to get in and disable to touchscreen. To get by, start massaging (yes, like Bob Kraft 🙂 ) massage the screen and you can get control for a few seconds. Its frustrating as h*ll but after sometime I was able to disable to touchscreen.
So, bought this is 2016, its out of warranty BUT I would expect the hardware to keep working. How can we fix this? Is this a known issue?

They will contact you shortly and likely request information from you in order to look up your case details or product serial number.
Please look for a private message from an identified HP contact.
Additionally, keep in mind not to publicly post personal information (such as serial numbers and case details).
