I have an HP ENVY Notebook - 15-ae120nw (ENERGY STAR) laptop running Windows 11 and Acer 32inch 4k external display. I cannot configure the laptop to display 4k@60Hz (3840x2160) on this external screen.
any suggestion will be appreciated.

Well, it is not really possible to get a good image from your notebook to the screen.
If you need only for work purposes you can find USB 3.0 to HDMI adapters ( with DisplayLink technology) which can provide 4K resolution. It would probably not be great for multimedia purposes.

Sorry, did you read reply from @iomare
The HDMI port on the notebook does not support 4K
It has
HDMI v1.4 supporting up to 1920×1080 @ 60Hz
