Hello,
I would like to know if i could connect a second external monitor (the first one is connected through HDMI port) to my laptop HP ENVY X360 15-BP121NF (https://support.hp.com/us-en/document/c06033565) by using USB-C port for example, is it possible please ?

Your machine does not have docking port therefore any standard USB dock can do the job BUT depending on your requirements you may have to pick a right one.
Please review the following list and compare pro/con few options before make final decision.

I'm using few old USB-A docks which are DisplayLink Certified to connect some laptops/notebooks to 2 external monitors, mouse, keyboard, USB drives .... One of them is on the following list

Yes, from its specs you can use its USB-C port to connect to a monitor via USB-C and the end result is similar to DP 1.2 specs. Does your monitor have USB-C connector ?
