HP ProBook 450 G7 Notebook PC

Both crtl keys are acting as if they are stuck down.  They physically are not stuck. It prevents me from typing because it's  trying to use the crtl+key shortcuts.  When I pull up the onscreen keyboard it shows both ctrl keys engaged.  I click them off, but the keyboard only works for a few seconds then right back to ctrl stuck.  Sticky keys are not on. 

 

Things I have tried :

- restarting

- log off and on

- uninstall and re-install keyboard driver

- reset computer, reinstalling windows while keeping files and folders 

- changing language in boot menu back and forth to try to reset keyboard.  

 

Help!?
